President Biden urged Hamas to accept Israel’s new cease-fire proposal, saying “it’s time for this war to end.” Mr. Biden said that Hamas is no longer capable of carrying out another large-scale terrorist attack against Israel. Hamas said in a statement that it viewed Mr. Biden’s comments “positively.” NBC News’ Kelly O’Donnell reports.
