He was wearing a ski mask and black gloves and was carrying a large, heavy-looking backpack, police said.
A federal agent stopped Tinsley, who consented to a search of his bag, and the agent immediately found an AK-47 pistol known as “Draco.” When asked if he had a concealed carry permit, Tinsley admitted he did not.
