Officials have not confirmed that the man in the video is in police custody and being investigated after a shooting that left one person dead and more than 20 injured in downtown Kansas City on Wednesday afternoon.
Police Chief Stacey Graves said at a press conference: “We have three people arrested and under investigation in connection with today’s incident.” “We are trying to determine if any of the three people are in the video where the fans are helping the police.”
In the video, police are seen taking someone into custody, and a bystander can be heard saying, “When they hit him, the gun went off.”
Police have not identified those detained and have not said if anyone has been charged. The police used the phrase “caught, not caught”.
The shooting happened around 2:00 p.m. local time at the end of a victory parade and rally celebrating Sunday’s Super Bowl victory over the San Francisco 49ers in front of Union Station in downtown Kansas City.
An estimated 1 million people were expected to attend, and bystanders reported police officers jumping barricades and running to the scene, while other fans ran and shouted about an active shooter.
Officials say they do not believe terrorism was the motive. Kansas City Police Chief Stacey Graves said that even with a police presence of more than 800 law enforcement officers, “bad actors” caused the chaos and bloodshed.
Mayor Quinton Lucas said he was among the people forced to flee for safety.
“This is a tragedy that we never expected in Kansas City and will remember for some time,” Lucas said.
The mayor also said that he and his wife “have become part of the statistics of many Americans who have experienced or participated in or were involved in a mass shooting.”
